Interdependence of maladaptation and procrastination of civil servants in different periods of career growth

The article is devoted to the problem of interdependence of maladaptation and procrastination of civil servants, identification of basic approaches. The process of adaptation involves the reserves of civil servants to ensure management and existence in conditions of increased stress of the environment, which is constantly changing. The maladaptation of civil servants leads to disruption of interaction with the environment, aggravation of problematic situations in management and is accompanied by interpersonal and intrapersonal conflicts in different periods of career growth. Diagnostic criteria for maladaptation of civil servants are violations in professional activities during different periods of career growth and in the interpersonal sphere.
Disadaptation as a process that exacerbates problem situations in management and is accompanied by interpersonal and intrapersonal conflicts is a predictor of procrastination of civil servants in different periods of career growth. As a result of the analysis of scientific sources the essence and main signs of maladaptation and procrastination of civil servants are determined. The current scientific approaches to the definition of concepts are considered and analyzed. The main aspects of the above phenomena have shown that the phenomenon of procrastination is a negative phenomenon that hinders social development and is understood as the constant postponement of important matters and decisions that are always repeated despite the awareness of public officials of negative consequences and unwillingness to take responsibility.
The bottom line is that in the process of maladaptation, civil servants are less energetic, less flexible and mobile, and problematic situations, interpersonal and intrapersonal conflicts that arise in different periods of career growth, increase the level of procrastination of cases and decision-making. Indicators of maladaptation of civil servants are: inability to form a new homeostatic state during the interaction of organism and environment; inability to ensure activity in conditions of increased stress of the constantly changing environment; inability to take into account the peculiarities of the environment and actively influence it; low level of subjective feeling of well-being; objective or subjective impossibility of self-realization and achievement of significant goals.
Manifestations of procrastination of civil servants in different periods of career growth are: distraction due to distracted attention and inability to gather; negligence and haste in the process of doing things and making decisions; the negative impact of the Internet, which constantly distracts from doing things and making decisions; impulsiveness, which complicates the control of behavior and action planning in accordance with the goal; multidirectional search behavior, which leads to a violation of goal setting.
