THE TRANSFORMATION OF UKRAINE’S PUBLIC AUTHORITIES IN THE CONTEXT OF DEVELOPING INNOVATIVE LEADERSHIP AND STRENGTHENING GLOBAL DEMOCRACY

This study focuses on the interrelationship between the transformation of public authorities, the development of innovative leadership, and the establishment of the principles of global democracy as a comprehensive foundation for the modernisation of public administration in Ukraine. It is argued that the current modernisation of public administration is driven by a complex set of socio-political, institutional, digital and value-based changes, which require a transition from the traditional administrative model to open, adaptive and democratically oriented governance. It is established that the transformation of public authorities is multidimensional in nature and encompasses institutional, organisational, human resources, digital, value-based and communicative dimensions. It is found that their coordinated development ensures an increase in institutional capacity, the quality of public services, the level of accountability and the effectiveness of interaction between the authorities and civil society. It has been demonstrated that innovative leadership acts as a strategic resource for transformational processes, as it combines the ability to manage change, strategic thinking, support for innovation, the development of teamwork, digital adaptability and a focus on public value. It is emphasised that the development of innovative leadership requires an appropriate institutional foundation, in particular the modernisation of human resources policy, the improvement of the vocational training system, the introduction of mechanisms for assessing managerial performance, the promotion of innovation, and the fostering of a democratic management culture. The main directions of the transformation of Ukraine’s public authorities are summarised, among which institutional renewal, personnel transformation, digitalisation, the development of a democratic management culture, and the introduction of an innovation-led management model are highlighted. Particular attention is paid to the competency-based framework for the activities of a leader-manager, which includes communicative, analytical, organisational, project-based and motivational components. It is concluded that it is innovative leadership that ensures the internal coherence of modernisation changes, enhances the openness, adaptability and effectiveness of public administration, and creates the foundation for the sustainable development of Ukraine’s public authorities in the context of global democracy.
